We’re starting the week with several public-safety stories, including a major drug investigation that grew into a kidnapping and assault case, two arrests after a deliberate crash in Bend, and an arrest tied to a series of southeast Bend burglaries.

Here’s what’s happening around Central Oregon. 📰Local News Featured 🛡️ In Our Backyard Joins Regional World Cup Anti-Trafficking Effort Central Oregon-based In Our Backyard is joining a regional anti-trafficking effort connected to the 2026 FIFA World Cup, bringing its experience in trafficking prevention, public awareness and partnerships to a much larger stage.
The organization has long worked with communities and law enforcement to recognize and respond to human trafficking. Its involvement in the World Cup effort extends that work beyond Central Oregon while keeping a local organization involved in a major regional prevention campaign. Read more → 🚨Crime News 🚨 Drug Investigation Leads to Kidnapping, Assault Charges A Redmond Police and Central Oregon Drug Enforcement team investigation that began with suspected methamphetamine trafficking led to three arrests, the seizure of more than two pounds of suspected meth and multiple firearms — and ultimately a much more serious kidnapping and assault investigation.
Police said Efram Palafox, 41, of Bend was tied to the kidnapping of a man who was reportedly taken against his will, tied to a tree southeast of Redmond, assaulted, tattooed in a derogatory manner and had a finger removed. The victim was later found injured along a road and taken to St. Charles Bend. Palafox now faces kidnapping, assault, weapons, drug and firearm charges. Jeffrey Patton, 51, and Thomas Dopp, 57, both of Redmond, were also jailed on drug and firearm charges. Read more → 🚨Crime News 🚙 Two Arrested After Deliberate Crash in NE Bend Two men were arrested Friday night after Bend Police said a driver intentionally rammed a Volvo near NE 27th Street and Forum Drive. Police said Scott Everett Mann, 41, of La Pine deliberately struck the other vehicle with his Toyota Tacoma, leaving both vehicles blocking the roadway. The occupants reportedly fought briefly before officers arrived.
Mann was arrested on suspicion of reckless driving, reckless endangering, unlawful use of a weapon, criminal mischief and disorderly conduct. During the investigation, police said Gregory Charles Unruh, 43, of Bend interfered with officers and tried to fight them. He was arrested on suspicion of disorderly conduct, interfering with a police officer and assault of a public safety officer. Read more → 🚨Crime News 🏠 Bend Man Arrested After SE Bend Burglary Investigation A Bend man was arrested Friday after police investigating a reported home burglary on SE Denver Drive found surveillance video they say showed the same suspect trying to enter four other homes in the neighborhood.
Police identified the suspect as 38-year-old Michael Scott Delay with help from the Deschutes County Sheriff’s Office. Redmond Police located him later that evening near NE Blackfoot Court. Delay was booked into the Deschutes County Jail on suspicion of four counts of first-degree burglary and one count of first-degree theft. Read more → ⛰️Bend 📚 Central Library Celebrates Grand Opening in Bend Deschutes Public Library marked the grand opening of its new Central Library on Saturday with an afternoon of art, performances and hands-on activities. The celebration included remarks from U.S. Poet Laureate Arthur Sze and Oregon Poet Laureate Ellen Waterston, a performance by Lava City Cirque and activities in the library’s MakerSpace.
The Central Library has already welcomed nearly 150,000 visitors since opening in May, according to the library. Grand-opening events continued Sunday with llamas on the east patio, a free film screening, a writing workshop with Waterston and a Bella Acapella Choir performance. Read more → ✈️Redmond 🏘️ First Light Selected to Operate Redmond’s Healing Village First Light has been selected to operate The Healing Village, Redmond’s planned managed homeless camp and the first project of its kind in Central Oregon. The site is intended to provide a structured place for people experiencing homelessness while connecting residents with services and a path toward more stable housing.
The project represents a new approach for Redmond, combining managed shelter with support rather than relying solely on unmanaged camping or short-term emergency responses. Read more → 🪶Madras 🎬 Warm Springs Athlete Featured on the Film Festival Circuit A Warm Springs athlete is getting a wider audience through a documentary that has been making appearances on the film-festival circuit. The film puts a Central Oregon story on screen while highlighting the athlete’s journey, accomplishments and connection to the Warm Springs community.
The festival exposure is bringing the story beyond the region and giving viewers a closer look at the determination behind the athlete’s path. Read more →
🚘 Culver High Auto Students Draw Strong Turnout for Car Show Culver High School’s automotive class brought car enthusiasts together Saturday for a student-organized car show that also raised support for the school’s small automotive program. Senior Michael Mendoza said only six vehicles had preregistered, leaving organizers unsure what kind of turnout to expect — but more cars continued arriving throughout the event.
Organizers said the show gave students a chance to share their enthusiasm for cars, connect with the community and build support for the program. After the strong first-year turnout, they’re already hoping to make it an annual event. Read more → 🌲Sisters 🏍️ Sisters Man Killed in Highway 101 Motorcycle Crash A 36-year-old Sisters man was killed August 9 in a three-vehicle crash on Highway 101 near Cape Ferrelo Viewpoint in Curry County. Oregon State Police said Louis Henry Vowell III was riding northbound at a high rate of speed when his motorcycle entered a passing lane and struck the rear of a Mazda CX-5 that was turning into the viewpoint.
Vowell was thrown from the motorcycle and then struck by a Mercedes Sprinter van. He was pronounced dead at the scene. The drivers and passengers in the other two vehicles were not reported injured. Highway 101 was affected for about two hours during the investigation. 🌲Sisters 🥾 Sisters Trails Alliance Lands $158,000 for STAR Project Sisters Trails Alliance and its partners have been awarded a $158,000 state trails grant for the STAR — Sisters Trail Access and Recreation — project. The funding will help move forward work aimed at improving trail access and connections around Sisters.
For a community where hiking, biking and outdoor recreation are part of everyday life, the grant adds another piece of funding toward a more connected local trail system. Residents who encounter injured, orphaned or unusually displaced wildlife are encouraged to keep a safe distance and contact wildlife professionals for guidance rather than attempting to capture, feed or relocate an animal on their own. Read more → 🏛 Deschutes County 🏛️ Deschutes County Marks Completion of Courthouse Expansion Deschutes County is celebrating completion of its major courthouse expansion, a roughly $47 million project designed to add courtroom capacity and modernize space for a judicial system serving one of Oregon’s fastest-growing regions.
The expansion adds new courtrooms and support space while improving public access and security.
