Bend-Area Sees Modest Rise in Unemployment as Seasonal Jobs End
In July 2025, Central Oregon's unemployment rate edged upward to 4.7%—a slight increase from June’s 4.6%—marking a regional trend that mirrors Oregon’s statewide rise to 5%, the highest level in four years. The Bend metropolitan area's total nonfarm employment dropped by 1,600 jobs, primarily due to a seasonal decline in local government education following the end of the school year, though the private sector added 790 jobs, led by gains in leisure and hospitality (especially food services), construction/mining/logging, manufacturing, other services, and information sectors. Year‑over‑year, the region lost 2,180 jobs—a 1.9% decline—most notably in trade, transportation, utilities, and leisure and hospitality; however, employment gains occurred in private education and health services, manufacturing, and government.

Deschutes County Narrows Landfill Search to Two Options
The Deschutes County Solid Waste Advisory Committee has reduced the list of potential sites to replace Bend’s Knott Landfill (expected to reach capacity by 2031) down to Horse Ridge and Roth East. Negotiations to purchase the Moon Pit site collapsed when the owner decided not to sell, and the controversial Dodds Road site was dropped after the Central Oregon Irrigation District declined to sell. Horse Ridge, near U.S. Highway 20 and the Badlands Wilderness, will undergo a final evaluation over the next four to six months, while Roth East—east of Bend near Pine Mountain Observatory—has already been evaluated but faces costly sage‑grouse mitigation requirements.

Community Mourns Loss of Prineville Man at Lake Billy Chinook
What began as a peaceful evening of fishing at Lake Billy Chinook ended in tragedy Monday when 56-year-old Vaughn Alan Waugaman of Prineville lost his life trying to help a friend.
Waugaman had taken a friend with intellectual and developmental disabilities out on a small aluminum boat. After returning to the dock around 6:45 p.m., he stepped away briefly to his vehicle. In that short time, the boat drifted from the dock with his friend still aboard and unable to operate it.
Without hesitation, Waugaman entered the water to bring the boat back. While swimming, he is believed to have suffered a sudden cardiac event. Two nearby paddle boarders rushed to his aid, pulling him to shore and beginning CPR until emergency crews arrived. Despite their heroic efforts, as well as the quick response from Jefferson County Fire & EMS and Airlink, Waugaman could not be revived.
The boat, which had started to take on water, was later secured by a sheriff’s marine deputy.
The Jefferson County Sheriff’s Office extended its deepest condolences to Waugaman’s family and friends. “This is a heartbreaking loss,” the agency said in its release, asking the community to keep his loved ones in their thoughts during this difficult time.
One Month Later, Search Ongoing at Dillon Falls
Nearly a month after six people were swept over Dillon Falls on July 19 while inner-tubing the Deschutes River, recovery teams are still working to locate the body of the final missing victim. While two women's bodies were recovered in the days following the incident and three people survived, Deschutes County Sheriff’s deputies believe the remaining victim is trapped within the deadly Class 5 rapids at the center of the falls. The turbulent and dangerous waters make diving impossible and pose fatal risks to anyone attempting to enter. Despite the extreme conditions, the sheriff’s office has pledged to continue the recovery effort, drawing on experience from past long-term cases. With water levels expected to drop as fall approaches, officials remain hopeful that lower flows may eventually allow access to previously unreachable areas and lead to the man's recovery. KTVZ 🎦

La Pine Man Cited in Illegal Marijuana Raid

Detectives with the Deschutes County Illegal Marijuana Market Enforcement Team executed a search warrant in the La Pine area on Aug. 14 after a long‑term investigation into resident Aaron Loosli. The search uncovered an unlicensed marijuana grow; investigators said Loosli failed to follow state guidelines on plant limits and distribution. Officers dismantled the grow and cited Loosli for unlawful manufacture and attempted delivery of marijuana, and additional agencies noted violations related to illegal water use and electrical and structural permitting.

Governor Kotek Declares Drought Emergencies in Coos and Wheeler Counties
Governor Tina Kotek issued drought declarations for Coos and Wheeler counties on Aug. 19, bringing the statewide total to seven counties this year. The U.S. Drought Monitor shows that Coos County has been in moderate drought since mid‑June, while Wheeler County entered moderate drought in late June and severe drought by mid‑July. The declarations direct state agencies to prioritize assistance and unlock emergency tools such as expedited water‑resource reviews; state officials warned that drought could harm agriculture, recreation, and water supplies, and could increase wildfire risk.
